CHSRA State Rodeo Finals Has Been Canceled

At the Tri-County Fairgrounds Board of Directors Emergency Meeting on Thursday, May 7, 2020, the board passed a unanimous motion to cancel the CHSRA State Rodeo Finals.

With the current stay at home orders from the State of California, the board felt it was too big of a task to pull off the event in a safe manner. Adhering to the state’s social distancing guidelines while organizing such a big event was another reason the board decided to not host the event this summer.

Bishop Man Arrested for Vandalizing Tri-County Fairgrounds

On January 2, 2020, the California Highway Patrol received a call about an individual who was vandalizing property at the Eastern Sierra Tri-County Fairgrounds. CHP Officer, Adam Otten arrived on to the scene, and saw signs of multiple break-ins around the property.

After inspecting the damage to the buildings, Officer Otten located the suspect’s backpack, bicycle, drug paraphernalia, and methamphetamine. The alleged vandal had abandoned his items, and was found hiding in a nearby bathroom at the Tri-County Fair.

At the same time the property crime was occurring, the highway patrolman was called to another emergency in the area, and had to leave the suspect in order to respond. When CHP returned to the scene, officers located the suspect hiding in the RV storage area of the fairgrounds.

After locating the individual, Otten observed signs that the homeless suspect was living in multiple trailers without the consent of the owners.

The suspect was identified as 29 year old male, Thomas Burkins. He was arrested on the charges of felony burglary, vandalism, possession of burglary tools, possession of methamphetamine, possession of drug paraphernalia, and violation of probation.

Burkins was previously arrested on similar charges relating to burglary, vandalism, and possession of drugs in the middle of December 2019.

4-H Auction in Bishop Sees $114,000 Increase From Last Year

The 4-H Junior Livestock Auction was quite a success for both the youth organization and the Eastern Sierra Tri-County Fairgrounds. There was a substantial improvement in funds raised this year, with the sales amount reaching $412,458. This number is up from the 2018 sales, which reached $304,937. 

Add-on money donations also saw an increase from $17,357 from last year, to $23,905 this year. 

The total increase of sales for this year's auction reached $114,069. CEO of the Tri-County Fairgrounds Jen McGuire, gave her thoughts as to why there was such a substantial increase in sales saying, “It goes to show that advertising, working with the kids, educating the public, and changing the atmosphere by moving the bar makes a difference.” 

The 4-H  is a U.S.-based network of youth organizations whose mission is to  "engage youth to reach their fullest potential while advancing the field of youth development".

Tri-County Fairgrounds Win Bid to Continue Hosting High School Rodeo Finals

Last week, a trio consisting of Tri-County Fairgound’s CEO, Jen McGuire, Bishop City Mayor Jim Ellis, and Toggery Manager Justin Snyder ventured out to Plymouth, California to secure the rights to host the California High School State Rodeo Finals.

The group attended the annual Challenge of Champions Rodeo, where they subsequently plead their case to decision makers as to why Bishop is the perfect town to host the event.

At the event, Jen McGuire explained why she believes the city in the Eastern Sierra is the right place to host the contest. “Bishop is not only the best possible area for the event to take place, it’s the best possible experience.” Said the newly appointed CEO. “This town also provides visitors with an opportunity to go on a vacation.”

Decision-makers voted unanimously to approve Bishop as host of the High School Rodeo Finals until the year 2022.

The challenging city who also bid to host the event was Red Bluff, CA.

Red Bluff is a town in Tehama County with a population of 14,076. Before Bishop became the host of the contest, Red Bluff was the host city approximately ten years ago.

Tri-County Fairgrounds Hires New CEO

After an almost year-long extensive Nation-Wide search, the Tri-County Fair board has hired a CEO. Jen McGuire has accepted an offer from the Fair Board for the CEO positon. Board President Paul Dostie said “Jen McGuire was selected because of her substantial marketing and agricultural experience”. The Tri-County Fair Board began the task of hiring a new CEO in spring 2018 and it has been a comprehensive process. California Department of Fairs and Expositions has assisted the Fair Board in the daunting process. After a community-wide SWOT Analysis in July, 2018 the board began interviewing candidates in August. During the November 12, 2018 board meeting, the board went into closed session and made the offer official.

Jen McGuire’s most recent experience involves working for a National Marketing agency in Southern California. She also has years of experience working for the California Department of Fairs and Expositions, working as a Junior Livestock Auction Chairman, Compliance and Ethics Director and Youth Program Director. Jen is excited to take on the CEO role and become a part of the Bishop community.

“I am honored and excited to work with this community. I grew up in 4H and FFA and so did my kids. These organizations are near and dear to my heart. Fairs, livestock, horse shows, rodeos and events are my passion. The smell of a barn makes me happy. Marketing is what I do. To be able to put all of these things into one package is a dream for me. I can’t wait to get involved in the community and build relationships, create memories for many and work with the youth! This will be a great new chapter for all of us.” – Jen McGuire

Bishop Business Town Hall Meeting Set

Bishop City Council to Host Town Hall Meeting

Bishop, California January 4, 2016 – The Bishop City Council will host a Town Hall Meeting on Wednesday, January 27, 2016 at 6:00 p.m. in the Tallman Pavilion located on the grounds of the Tri-County Fair.

The purpose of the meeting will be to receive input and begin dialog with the local business community regarding the challenges of operating a small business in the Bishop area.

The meeting will be the first in a series of workshops to facilitate the direct interaction between the City Council, City Staff, local business owners and members of the community at large. Participation is encouraged by ALL those interested in enhancing entrepreneurial opportunities region-wide, not limited to those either doing business or residing within the city limits of Bishop.

City of Bishop Solar Project

Bishop Solar Construction Starts Soon

Construction of the City of Bishop’s solar project is expected to start this week with the first material arriving at the project’s three work
sites. The $600,000 project will add solar arrays at two city well sites and at the city sewage treatment plant. These arrays
will provide most of the power used by the wells and sewage plant, will save the city about $60,000 per year in electricity costs, and will reduce carbon dioxide emissions by about 470,000 pounds per year.
One 5,000 square foot solar array will be constructed at the city’s Well 2 site near the Tri-county Fairgrounds, one 11,000 square foot solar array will be constructed at the city’s Well 4 site on West Line Street near Mumy Lane, and two arrays with a combined area of about 12,500 square feet will be constructed at the sewage treatment plant about 1/2 mile east of the Bishop Creek Canal.
Construction is expected to start this week and continue into January. At the waste-water treatment plant east of Bishop and at
Well 2 near the fairgrounds, construction will include driving posts into the ground to mount the solar panels. Sound from driving the
posts will probably be heard outside of these sites and is expected between 7 am and 7 pm workdays. Post driving is expected to last 1 or 2 weeks.

State Finals Rodeo

CHSRA State Finals Rodeo

The California High School Rodeo Association State Finals Rodeo is underway this week at Bishop’s Tri-County Fairgrounds.  The States best are competing for scholarships, awards and a spot on the California National Team.  There is nightly rodeo action beginning tonight, June 16th, with the Opening Ceremony at 7pm.  The Tuesday Rodeo kicks off the themed nights with Patriotic night.  All are invited to wear their red, white and blue.  Wednesday, June 17th is Family night with the 7pm rodeo performance.  A family discount makes the Wednesday night rodeo a can’t miss for local rodeo fans.  $20 will get your entire family admission.  Thursday, June 18th is Cancer Awareness Night.  The high school rodeo asks you, “Are you tough enough to wear pink?”   Thursday night at the rodeo is also a chance for those with special needs to participate in a rodeo at 5pm on the lawn near the home economics building at the Tri-County Fairgrounds.  The 7pm rodeo will mark the end of the 2nd go, along with the Senior Introductions and Farewell.  Friday, June 19th is Senior Citizen Night.  At 6pm there will be a crowning of a new state Rodeo Queen followed by the final rodeo performance, the short go, with the top 15 in action.

Bishop Resident Rebecca Bragdon Pleads Guilty

Bragdon Enters Pleas of “Guilty” to Misappropriation of Public Funds from the Tri-County Fairgrounds – Bishop, CA

August 21, 2014

The Inyo County District Attorney’s office announced today that Bishop-area resident Rebecca Bragdon has entered pleas of “guilty” to misappropriation of public funds from the Tri-County Fairgrounds.

The pleas arose from charges that she embezzled funds from the Fairgrounds when she was employed as an office manager from July 2012 through July 2013. The matter was originally investigated by the Inland Division of the California Highway Patrol.

Ms. Bragdon plead guilty to violating Penal Code section 424, commonly known as misappropriation of public funds, and Penal Code section 470, commonly known as forgery. Both charges are felonies.

Restitution was also set in the case at $25,979.82. Sentencing has been set for October 22, 2014.

Under the terms of an agreed disposition, Ms. Bragdon may be ordered to serve up to one year in the Inyo County Jail and will be placed on five years of formal probation. Probation terms will include requirements that she pay restitution and be subject to search for stolen property, as well as any other terms as may be deemed appropriate by the sentencing court.

By entering the pleas, she will also be barred from holding any public office. The term of incarceration will be determined by the court at the time of sentencing.

Inyo National Forest on Revised Forest Plans

Inyo National Forest Announces Public Meeting for Revised Forest Plans

 
The U.S. Forest Service today announced that in anticipation of releasing a Notice of Intent (NOI) at the end of this month, it is scheduling a public meeting in Bishop CA:
§  6:00-8:00pm – Thursday, September 18, Tri-County Fairgrounds, Sierra Street & Fair Drive, Bishop, CA.
Meetings are also scheduled for the Sierra and Sequoia National Forests.
The NOI will advise the public of the Forest Service’s intent to prepare and develop an environmental impact statement (EIS) that, when completed, will revise forest plans for the Inyo, Sequoia and Sierra National Forests.  The NOI will also have information on the purpose and need for this action along with the agency’s proposed action.  The final EIS will result in three separate Records of Decision and three separate forest plans.  Forest Supervisors will remain the “responsible official” for making decisions on their specific forest plans.
The Sierra, Sequoia and Inyo are three of eight national forests that were selected as “early adopters,” meaning they will be the first forests to revise their land management plans using the new National Forest System Planning Rule, which was completed in 2012.  The planning rule provides the framework for Forest Service land management plans across the nation.
Next month’s public meetings are part of the “scoping period” which gives the public a chance to tell the Forest Service what issues and concerns they think should be addressed in the EIS before the Forest Service begins drafting the document, and to provide written public comment regarding the NOI’s purpose and need, and its proposed action.
