Mono County Will Open Fishing Season on May 23, 2020

CDFW Letter About Fishing Season:

On April 15, 2020 the California Fish and Game Commission (Commission) adopted emergency regulations, California Code of Regulations, Title 14, Section 8.02, providing the Department of Fish and Wildlife (Department) the ability to delay, suspend, or restrict sport or recreational fishing for particular species or areas to ensure that anglers, local communities, and government employees are protected from increased risk of transmission of COVID-19. This ability is conditioned on coordination with local government and Tribes, and consultation with the President of the Commission.

After direct conversations with county leadership, the Department acted to delay the trout fishing opener scheduled to start on April 25, 2020, in Mono County. Also after county coordination, in an effort to protect wild trout fisheries and stocked fisheries that remained open in Mono County, the Department reduced bag and possession limits in a few, limited streams. These changes went into effect April 22, 2020, and are set to expire May 31, 2020.
On May 21, 2020, the Department received a letter from the Mono County Board of Supervisors requesting that the opening day of fishing season be moved from June 1, 2020 to May 22, 2020 as the county received approval from the California Department of Public Health to move into the Governor’s Phase Two, Stage Two Resilience Roadmap. In response to this request, I am revising the May 31, 2020 end date for the current fishing restrictions in Mono County. Because the county’s letter was received near close of business on May 21, and the Department required one additional day for consultation and processing this request, both the delay and the previously adopted bag and possession limit changes will now expire on May 22, 2020 to allow for a May 23, 2020 open to fishing.

Attached to this memorandum is a comprehensive summary of the changes to sportfishing regulations that remain in effect through May 31, 2020, (Attachment 1) and the formal regulation changes (Attachment 2).

LADWP Announces More Land Closures Due to COVID-19

LADWP appreciates the public’s understanding and patience during these extraordinary times. In support of the California Governor’s “Safer at Home” order, the recent announcement of the local postponement of the fishing season in Inyo, Mono and Alpine counties, and in keeping with actions of other regional agencies including the Bureau of Land Management and U.S. Forest Service, the following areas are CLOSED until further notice:

  • LAYTON SPRINGS

LADWP asks that everyone obey posted signs as trespassing is prohibited by law. We encourage individuals to continue practicing social distancing and stay home to help slow the spread of COVID-19. LADWP will continue to monitor and assess the situation and announce further updates as necessary

LADWP Announces Plans to Spread Water In Long Valley During Spring Runoff

BISHOP, CA – Earlier this evening, the Inyo Mono Alpine Cattlemen’s Association’s Spring Tour Dinner Meeting was held at the Talman Pavillion. The meeting included updates on information relevant to ranching interests at the local, regional, state, and federal levels. Staff members from the Los Angeles Department of Water and Power (LADWP) were in attendance and announced that LADWP plans to spread 30,000 acre-feet of water in Long Valley starting this coming May 2019.

In a statement shared by LADWP staff at the dinner, LADWP Senior Assistant General Manager of Water System Rich Harasick said, “It has been a great year for rain and snowfall in California – after recent storms the Eastern Sierra snowpack is 188% of normal as of March 8th. LADWP continues to work on its operational plans and is preparing for the upcoming spring runoff. Efforts are already underway with water spreading started in Inyo County.”

Consistent with past practices, LADWP plans to provide water to its lessees based on LADWP operational needs. In prior years when the Eastern Sierra runoff exceeded the capacity of the aqueduct system, LADWP spread water to its leased lands in the southern Mono area. This was the case during the 2017 record precipitation, when as much water was spread as the land could handle.

LADWP is evaluating this year’s anticipated runoff while also considering the demands of the overall water system, which include customer needs, environmental commitments and hydroelectric generation. Taking these factors into account, LADWP is committed to maximizing the beneficial use of runoff water to the fullest extent and working with its lessees and ranching community to use water efficiently. In order to keep residents and partners of the Eastern Sierra informed of the steps being taken to manage runoff, LADWP will continue to issue additional updates as conditions and operations progress.

General Trout Season opens on Saturday

The general trout opener in many counties throughout California will commence on Saturday, April 29, one hour before sunrise.
Because of the popularity of this annual event with the angling public, the California Department of Fish and Wildlife (CDFW) is making every effort to stock trout in all accessible waters approved for planting prior to the season opener. Because of the increased rains this winter, CDFW expects most lakes to be open and available for fishing. However, some upper elevation lakes may be inaccessible.
Most lakes, rivers and streams have a limit of five trout per day and 10 in possession. However, regulations differ on season opening and closing dates, bag limits, minimum and maximum size limits and gear restrictions.
Anglers are advised to check specific area regulations and opening dates in the 2017-18 California Freshwater Sport Fishing Regulation booklet (www.wildlife.ca.gov/regulations) for regulations specific to each body of water.
In 2012, CDFW regional staff created the Eastern Sierra Back Country Fishing Guide to provide anglers with a quick, informative and accurate account of the distribution of fisheries in back country high elevation lakes. This guide does not address front country waters, defined as lakes and streams that are accessible by vehicle. Most of the lakes lie within U.S. Forest Service lands managed as wilderness and usually require back country permits for overnight use. Most back country fisheries are based on self-sustaining populations of trout and do not need regular trout stocking to maintain fish populations. Crowley Lake in the Eastern Sierra is expected to be one of the most popular opening day destinations for anglers from around the state. In past years, an estimated 10,000 anglers have turned out for the opener, and approximately 50,000 trout are caught during the first week of the season. Typically Crowley is planted with hundreds of thousands of small and medium sized trout, and because of excellent food sources in the 5,280-acre reservoir, these trout grow to catchable sizes and weigh at least three-quarters of a pound by the opener. About 10 percent of the trout caught at Crowley during opening weekend weigh over a pound and a half. These fish are from stocks planted in previous years or are wild fish produced in Crowley’s tributary waters.
Anglers are asked to be particularly vigilant when cleaning fish and fishing gear at Crowley Lake and in the upper and lower Owens River Drainage. The New Zealand Mudsnail was discovered several years ago in the Owens River Drainage, and CDFW would like to prevent mudsnails from spreading into other waters. To avoid spreading New Zealand Mudsnails and other aquatic invasive species to other waters, anglers are advised to dispose of their fish guts in bear-proof trash cans, rather than throw them back into the water. Wading gear should be properly cleaned before using in new waters.
All persons age 16 and older must possess a valid California fishing license to fish within state lines. Freshwater fishing licenses can be purchased online at www.wildlife.ca.gov/licensing/online-sales or at regional CDFW offices or other license agents. Anglers no longer have to display their license visibly above the waist but they must have it in their possession while fishing.

There’s a new “resident” in the Crowley Lake area

There is a new local “resident” in the community of Crowley Lake. This is the mountains and bears do share our space.  Due to the current drought conditions, it is anticipated that bears may be forced to seek out food other than their native diet.

Please remember some simple tips to lessen the likelihood of a bear encounter: to avoid vehicle break-ins, do not leave food, wrappers, gum, mints, ice chests, lunch boxes, or anything that smells like food, etc. in your vehicle; do not leave outdoor trash cans open, unattended and unsecured; use proper bear proof food storage containers; do not leave out any type of food including pet food and bird seed; make sure all BBQ’s and outdoor cooking areas are kept clean to prevent problems with bears; and, if you accidentally come “face to face” with a bear, slowly step back and make as much noise as possible to alert the bear of your presence. Also, slow down when driving on local streets and roadways to avoid any potential accidents with wildlife crossing the road. These simple tips are for your safety and the safety of our local bears.

Sparks Woman killed in Saturday Crash

Accident on highway 395 near Crowley Lake leaves one dead, two with serious injuries

CHP Accident report:

On Saturday, June 20, 2015, at approximately 8:42 am, California Highway Patrol (CHP) Bridgeport Area officers were dispatched to a solo vehicle rollover collision on US-395 southbound, north of Crowley Lake Drive.  Personnel from the CHP Bishop Area Office, Mono County Sheriff’s Office, Mono County Emergency Medical Services, and Long Valley Fire Department also responded to the scene to assist.

The preliminary investigation indicates Sherry Johnson, age 53 of Sparks Nevada,  was driving a 2005 Ford F-250 southbound on US-395, north of Crowley Lake Drive.  For unknown reasons, the driver allowed the vehicle to drift onto the right shoulder of the roadway where it collided with two metal paddle markers and a highway sign.  The vehicle then veered across all southbound lanes and into the center divide, where it overturned and came to rest on its wheels.  The driver of the vehicle (Sherry Johnson) was pronounced deceased at the scene.  Two passengers in the vehicle were transported by ambulance to Mammoth Hospital, and airlifted to Renown Regional Medical Center in Reno, Nevada.  Passengers include 46-year old Sparks resident Donald Karwoski and a 12-year old male from Reno.  The preliminary investigation suggests fatigue may have been a factor in the collision.  Officers from the CHP Bridgeport Area are handling the collision investigation.  The Mono County Sheriff’s Office is conducting the death investigation.

Trout Season Opens Saturday

The general trout opener will commence on Saturday, April 25th, one hour before sunrise.  California Department of fish and wildlife indicates that they are, “Making every effort to stock trout in all accessible waters approved for planting prior to the season opener.  This years unprecedented drought could play a major role in determining how many rivers, creeks, lakes and reservoirs can be stocked before April 25th.

Mandatory Boat inspections remain at Crowley

As Opening of Fishing Season approaches, the Los Angeles Department of Water and Power (LADWP) will be hosting Quagga and Zebra Mussel inspections for trailered watercraft from April 22 through April 24, 2015. The Department reminds local boaters that all motorized vessels planning to launch at Crowley Lake must be inspected prior to launch.

Boat inspections will be held at the Vons/Kmart parking lot in Bishop and at the Crowley Lake Fish Camp.  Vons/Kmart inspections will be held April 22 and 23 from 7 a.m. to 7 p.m., and on Friday, April 24 from 7 a.m. to 10:30 p.m.

Crowley Fish Camp inspections will be held April 22 from 9 a.m. to 4 p.m., April 23 from 7 a.m. to 7 p.m. and April 24 from 7 a.m. to dark.

On Opening Day, April 25, boats can also be inspected from sunrise until sunset but, due to high demand, waiting until Opening day is not recommended. Boat inspections at Crowley will continue throughout the fishing season.

Boats showing signs of contamination with invasive mussels, or found to contain any water or debris that could harbor invasive mussels, will not be allowed to launch into Crowley Lake.

Pre-inspected boats may use the pre-paid line at the main gate at South Landing of Crowley Lake to expedite entry. If you are planning on launching a boat into Crowley Lake please keep the following in mind:

–All boats and trailers must be CLEAN and DRY or they will be denied access.

–If the owner of the vessel chooses not to clean the vessel they will not be allowed to launch.

–All drain plugs must be removed prior to boat transport.

–All vehicles towing boats will be required to have a visible Inspection Certification during boat launching at Crowley Lake.

–Boat owners should be aware there may be an extended wait to enter Crowley Lake Reservoir due to these important protective measures.

Inspections are required for the protection of the fishery at Crowley Lake and in order to keep the reservoir open to recreational boating. The Los Angeles Department of Water and Power and Crowley Lake Fish Camp appreciate the cooperation of boat owners and will work to expedite the inspection and certification process.
